The saying 'Old habits seldom die' finds it full manifestation in Assam. Since the days of the Congress we note that the measures adopted to fight the onslaught of flood start just before or immediately after the monsoon. During the Congress regime we could understand the reason behind undertaking the works at such an advantageous time. The construction or repairing of embankments become very much fragile during monsoon like 'house of cards' (washed away by floods). In such an eventuality, the minister concerned has a responsibility to remind the Chief Minister that the works should start before the onset of monsoon sets in or the construction work is meaningless. But we note with concerned that the minister has to be made aware of his responsibility and the result is very much pervasive. Only those who are suffering can feel the pain of what suffering is. As usual, the Union government looks at the grim flood situation in Assam casually. Like last year this year too the Central government is yet to declare the package for Assam flood. Assam is always relegated to the back as far as receiving a package from the Centre is concerned. It is expedient, our State government should find out its own resources to meet the colossus expenses arising out of flood and giving relief to the flood-affected people. A survey is long overdue to work out how many of such people live in the makeshift arrangements on embankments.
