Why is it taking such a long time for okaying new LPG connections?

I, along with three other senior citizens of our locality at Dr MN Baruah Path near the Government Girls’ HS School, Amolapatty, deposited Rs 6,500 each in February 2019 in payment for new LPG connections. Altogether the total amount comes to Rs 6,500 x 4 = Rs 26,000 only. Now, after the lapse of one full year, the company, it seems, is sleeping on the papers submitted by us. The papers include the forms duly filled in along with all the relevant documents. Meanwhile, I personally made an enquiry about the delay in this connection and the manager told me that their Head Office in Duliajan did not supply them the required materials necessary to give the new connections. As a result, the Dibrugarh office cannot proceed on the matter. At one point of time, though a person visited our places over the matter, later we realized that his visit was an only eyewash. On further enquiry, the manager gave us the same excuse of not receiving the necessary materials and shifted the blame to the Managing Director and the General Manager. This is how a government-owned company functions. As a layman, we can understand well that the company might be passing through a tough time facing a financial crisis and to tide over the crisis the company is depending on the interest of the deposited amount of the would-be customers. Let the customers run from pillar to post for a new connection – but who cares!
