GUWAHATI: Cautioning that the illegal "Chanda culture" was destroying the business climate of the state, the Assam Real Estate & Infrastructure Developers' Association (AREIDA) on Wednesday said that if the state has to prosper, the rule of law has to prevail and the culture of extortion has to be dealt with a strong hand. The association said that during the past 30 years, the 'Chanda culture' or forcible extortion in the name of donation had become a business of sorts for a number of organizations who indulge in various disruptive activities and agitations if their demands were not met. Hailing chief minister Himanta Biswa Sarma for clamping down on illegal Chanda collection in the state, the association urged the chief minister to set up a dedicated helpline for reporting such extortion cases in the state.

"Every state is in competition with each other in attracting investment and if Assam has to prosper, rule of law has to prevail and this culture of extortion has to be put down.

We applaud the government for dealing with the serious malaise in earnest. We request the government to cover all districts of Assam with a dedicated helpline for reporting such extortion cases." AREIDA president PK Sharma said.

"Forcible extortion in the name of donation has become a business of sorts for an ever increasing number of organizations. This has been destroying the business climate and was amongst the primary ills afflicting the growth and prosperity of Assam. Ease of doing business and outside investment into Assam has been stunted due to such activities. Eventually the cost of such extortion is loaded to the price of products and passed on to the helpless public," the AREIDA president said.
