GUWAHATI, July 25: A division bench of the Assam Human Rights Commission comprising of Justice AH Saikia and member Tarun Phookan issued notice to the Commissioner and Secretary, Home & Political Department, Assam to cause an inquiry into the tragic incident of death due to alleged electrocution of four children – Rakibul Khan (10), So Khan(8), Abdul Halim (9) and Saiful rahman (10) – at Amguri village in Barpeta district in the morning of July 17, 2016. The Commission took suo-motu cognizance of a news item published in a number of local news dailies that these children were electrocuted after a high-voltage live electric wire fell into the Beki rivulet which they were trying to cross for cutting grass on the bank of the river. Negligence on the part of the Assam State Electricity Board in not taking appropriate safety measures while stretching and maintaining such wires at the locality has been publicly attributed in causing the said incident. The inquiry is to be conducted into the tragic incident through a responsible high ranking civil servant of the government and submit report thereof before the Commission within 30 days of the receipt of the notice.
