GUWAHATI, Jan 7: Hailakandi MLA Anwar Hussain Laskar has alleged that Hailakandi Deputy Commissioner and DRDA’s district planning committee (DPC) accorded administrative and fincial sanction of Rs 36 crore against an approved allocation of Rs 18 crore in Hailakandi development block. The additiol Rs 18 crore sanctioned without approval and scheme is likely to be siphoned off, he alleged.

Talking to newsmen at Dispur Press Club on Sunday, Lashkar said: “An age-old syndicate has been at work in the Barak Valley districts since when the Congress was in power at Dispur. The new dispensation at Dispur has not been able to bust the syndicate. The syndicate has been at work in my LAC to get funds released by showing works that are not actually done on the ground. The funds they get have no fincial and administrative  approval. There has been an MGNREGA GPDP approval in Hailakandi. Only in Hailakandi development block against an approved allocation of Rs 18 crore the DC cum DPC has accorded administrative and fincial sanction of Rs 36 crore. The additiol Rs 18 crore is likely to be siphoned off.”

Lashkar said: “The main culprits behind the scam are DRDA in-charge Executive Engineer Robin Das, then Zila Parishd CEO Ashim Bhathcarya and DRDA DPM Choyan Dutta. Robin Das is a JE of PWD and discharging the responsibility of IC, SDO, PWD and Executive Engineer DRDA. He is providing technical sanction by splitting project values. I did approach the P&RD Minister and the Commissioner without any result. That’s compelled me to take the help of the media.”

The MLA said: “Extremely poor people living in huts have not got IAY houses. Swachh Bharat toilets have not been constructed for them.”

When asked for comment on inclusion of ULFA chief Paresh Baruah in part draft of NRC, the MLA said: “Mr. Baruah is an Assamese, and there cannot be any question and politics for his inclusion in NRC.”

The MLA, however, condemned West Bengal Chief Minister Mamata Benerjee for her state on NRC made without knowing the history and ground realities of Assam.

When asked on Siddeque Ahmed’s comment on AASU, Lashkar said: “The AASU is a well-known organization and not knowing them is childish statement of a politician who has lost his ground in politics.”
