State fails to meet MGNREGA mandate

GUWAHATI, March 27: The State Panchayat and Rural Development (P&RD) Department is far from fulfilling the very mandate of the Mahatma Gandhi tiol Rural Employment Act (MGNREGA). The situation is the worst in Kamrup (Metro) district where not a single job card holder got the bare minimum guaranteed works –work for 100 days – in fiscal 2017-18.

According to information given on the floor of the State Assembly by State P&RD Minister ba Kumar Doley, in fiscal 2017-18 while as many as 2,137 job card holders in Dhubri district got work for 100 days, not a single job card holder in Kamrup(M) district got work for 100 days. Work for 100 days is the bare minimum guaranteed work for a job card holder in a given fiscal under the MGNREGA. In Barpeta district, as many as 1,720 job card holders got work for 100 days. The mandate of the MGNREGA is to provide at least 100 days of guaranteed wage employment in a fincial year to every household whose adult members volunteer to do unskilled manual work. Doley was replying to a query from Congress MLA Jakir Hussain Sikdar in the State Assembly on Tuesday. He said: “The scheme under MGNREGA is a demand-based one. Works are given to job card holders when they demand jobs.”

According to information given on the floor of the House by Doley, in fiscal 2017-18 while not a single job card holder got job for 100 days, 15 card holders got jobs for 100 days in Karimganj district, 16 got job for 100 days in Karbi Anglong district, 35 got in Baksa district, 37 got in Sonitpur district, 1,720 got in Barpeta, 395 got in Bongaigaon, 227 got in Cachar, 112 got in Chirang, 405 got in Darrang, 521 got in Dhemaji, 2,137 got in Dhubri, 322 got in Dibrugarh, 123 got in Dhima Hasao, 45 got in Goalpara, 185 got in Golaghat, 83 got in Hailakandi, 167 got in Jorhat, 47 got in Kamrup, 980 got in Kokrajhar, 772 got in Lakhimpur, 57 got in Morigaon, 102 got in gaon, 495 got in lbari, 304 got in Sivasagar, 360 got in Tinsukia and 67 got work for 100 days in Udalguri district.
