231 of 421 Sanctioned Posts of Professors Lie Vacant

GUWAHATI, Sept 16: As many as 231 of the 421 sanctioned posts of professors lying vacant in the nine central universities in the Northeast paints a gloomy picture of higher education in the land-locked region.

Statistics from a source in the University Grant Commission (UGC) say that as on April 1, 2018 as many as 231 of the 421 sanctioned posts of professors were lying vacant in the nine central universities in the Northeast. Only 190 professors have been working in the nine central universities in the region.

While Assam University located at Silchar has as many as 22 of the 45 sanctioned posts of professors lying vacant, Tezpur University has eight of the 50 sanctioned posts of professors vacant, Rajiv Gandhi University in Arunachal Pradesh has 16 of the 27 sanctioned posts vacant, 24 of the 39 sanctioned posts lying vacant in Manipur University, 45 of 93 sanctioned posts vacant in NEHU in Shillong, 25 of 47 sanctioned posts vacant in Mizoram University, 33 of 45 sanctioned posts vacant in Nagaland University, 19 of 29 sanctioned posts vacant in Sikkim University and 39 of 46 sanctioned posts of professors vacant in Tripura University. Such a large number of posts of professors lying vacant in the central universities in the Northeast are bound to cast a shadow over higher education in the region. This could be one of the reasons behind students from the region rushing to Delhi, Bangaluru and other metropolitan cities in rest of India for higher education.

Occurring of vacancies and filling them up is a continuous process. Universities being autonomous institutions, the onus of filling up the vacant posts lies with them. However, the University Grant Commission (UGC) has been monitoring the issue of vacancies in universities. In February this year, the UGC did ask the central universities to prepare a time-bound action plan for the filling up of vacant posts of teachers. With the UGC notifying graded autonomy regulations 2018, the universities are at liberty to hire foreign faculties up to 20 per cent of their over and above strength of sanctioned posts. This apart, universities are also allowed to recruit ad hoc and guest faculties/re-employed/contract faculties against vacant positions from time to time.
