70 indigenous organizations continued to Protest despite imposition of Section 144 CrPC

Guwahati: Despite the imposition of Section 144 of the Code of Criminal Procedure (CrPC) in three districts of the Guwahati city from November 14 onwards, 70 indigenous organizations including Krishak Mukti Sangram Samitee (KMSS) marched towards the Janata Bhawan today protesting against the proposed Citizenship (Amendment) Bill, 2016.

Commuters and vehicles were stranded on the road for at least 2 hours making it quite tough for the people to cross the road for a point of time.

70 organizations took out the ‘Sankalpa Shiksha Jatra’, to protest against the proposed Citizenship Amendment Bill.

The 70 organizations including KMSS had condemned the administration and police move terming it as anti-democratic and fascist to suppress the voice of the people against the Citizenship (Amendment) Act.

It may be mentioned that as per a circular, section 144 of the CrPC has been imposed in three police districts of the Guwahati city namely West Police District, East Police District and Central Police District.

The circular further stated that Section 144 of the CrPC prohibits assembly of more than 5 persons, agitation, demonstration, processions and shouting slogans in the entire West Police District, East Police District and Central Police District in the city without prior permission from the competent authority.

It also imposes prohibition from carrying arms/ammunition/explosive substances/weapons of any nature in public places or vehicles including two wheelers and three wheelers. Further, it prohibits all the organisations and people from holding a procession and shouting slogans inciting communal violence and also from shouting slogans in any public places or roads.

Earlier, all the three Deputy Commissioners of Police officials stated in the circulars that they have come to know that some specified and unspecified persons or groups of persons or group of organisations are allegedly trying to disturb the normal functioning of the offices, movements of public and flow of traffic in all the three districts in the city.

Hence, to curb the issue the DCP of all the three districts in their circulars have clearly stated that they would be bound to strict action against those persons or organisations if they try to cause any breach of peace and public order in the region.

Also, DGP Kuladhar Saikia told reporters on Thursday that anyone taking the law into his or her hand during the Friday’s rally will face actions as per the laws.

The representatives of the organizations further claimed that their rallies on the same issue took out in different parts of the State was completely peaceful and democratic and the police have no right to impose 144 for the Friday’s rally in Guwahati.
