Additional Draft of NRC (National Register of Citizens) To Be Published Today

GUWAHATI: The NRC (National Register of Citizens) authorities will publish an additional exclusion list to draft NRC on Wednesday. The new additional draft list will contain only the names of those persons who had figured in the ‘Complete Draft NRC’ published on July 30, 2018; but were subsequently found ineligible for inclusion for various reasons in the final National Register of Citizens to be published on July 31 this year. However, the list will not contain the results of the disposal of ‘Claims and Objections’.

Sources further informed that the ‘Additional Exclusion List’ “does not contain a huge number of names”, adding that “within June 28, the persons concerned will be intimated through ‘Letters of Information’ (LOIs) about the reasons for their exclusion from complete draft National Register of Citizens. These LOIs will be delivered at their residential addresses”. The LOIs will also mention the details of the venues of the hearings and submissions of the respective claims.

The NRC authorities have already informed all DRCRs (District Registrar of Citizens Registrations) to make the draft Additional List available on the offline mode from 10 am tomorrow. The draft Additional List for the village(s)/ward(s) will be available in a consolidated manner at the designated National Register of Citizens Seva Kendras (NSKs) as well as in the offices of the Deputy Commissioners/ SDO (Civil)/ Circle Officers. The online mode will be made public by the NRC State office, Guwahati at the scheduled time.

Sources further informed that “for online viewing, one will have to click the ‘Complete Draft NRC’ viewing link in the NRC website www.nrcassam.nic.in. Those persons whose ‘Draft Status’ will change to “exclusion” in the Additional List will be highlighted therein as ‘Excluded’ in the Additional list. However, those persons already included in Draft NRC published on July 30, 2018 and not getting affected by the Additional list will continue to be displayed as before.”

“Such persons will have the opportunity to file their claims which will be disposed through a hearing by a Disposing Officer. The submission of claims and disposal of the cases by the Disposing Officer will happen together. All such claims will be disposed thereafter before publication of the Final NRC on July 31, 2019,” added the sources.

The additional draft list will contain the names of applicants included in the complete draft National Register of Citizens but were later found to be ineligible for inclusion owing to various reasons in the citizens’ register during suo motu verification done by the National Register of Citizens authorities. The suo motu verification was done as per Section 4 (3) of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.

The list will contain names of persons found ineligible due to their status such as DV (Doubtful Voter) or DF (Declared Foreigner) or PFT (persons with cases pending at Foreigners Tribunals) or their descendants, discovered after publication of the complete draft NRC in 2018.

Another reason for ineligibility “could be any reason found while appearing as witness in hearings held for disposal of Claims and Objections”.

The complete draft NRC enrolled the names of 2, 89, 83,677 out of 3, 29,91, 384, applicants. Of around 40.07 lakh applicants who were found ineligible to be included in the complete draft published last year, nearly 36.2 lakh have filed claims for inclusion in the final NRC. Around two lakh objections were also filed against inclusion of “ineligible” persons in the complete draft NRC. The exercise of hearing claims and objections is over.
