Arunachal Civil Society (ACS) Seeks New Education Secretary, Separate SPD

ITANAGAR: Arunachal Civil Society (ACS) in a representation to the chief minister Pema Khandu has sought for the new secretary and separate State Project Director (SPD) for education department on Thursday.

Chairman of ACS Patey Tayum said that after six months of ground reports accumulated by the team, the education department is found to be very weak and most controversial amongst the running State Departments.

In this regards ACS placed the justifications for posting new Education Secretary and Separate SPD for smooth functioning of Education Department in total and sought immediate actions for the greater interest of general public as well as Education Department in particular.

ACS demanded new education secretary who is a senior bureaucrat and can understand the needs and aspiration of the state. It said that there are so many things which a person/officer coming from outside the state needs to understand and implement the schemes under education Department as per stipulated time given by MHRD, Government of India.

Beside appreciation and acknowledgement to the initiative and proactive steps taken by the current Secretary-cum-SPD, ISSE, and Government of Arunachal Pradesh, Tayum said that however, on account of being new in service, the officer is lacking in understanding the pulse of the people and ground reality of the state.

As a result, lots of difficulties are being faced by the Officers and officials of Education Department in the last one year. “The Secretary many a times simply reject the files which are really genuine and needed at grass root level. The system is adversely affecting the educational scenario of the state, which is very dangerous sign for the State Government and Education Department in particular,” Tayum added.

Adding to other demands the ACS alleged that the Officer (Secretary (Education) is also holding the additional charge of SPD, ISSE. “Due to over burden in so many education activities as Secretary (Education), she is not able to attend her duty as SPD, even she is also putting lots of queries which bearing no fruitful result but still hanged all the department files unnecessarily since she assumed the Office as Secretary Education,” Tayum said.

Further, Tayum said that only the salaries of Staffs are being paid from the State level and without implementing the interventions at District, block and school level.

“We therefore, request the Chief Minister Pema Khandu to take the matter as very serious and demand to replace the Secretary Education for smooth functioning of the Department and also needs separate SPD for ISSE,” Tayum said, adding that if the representation is not address properly, we may adopt democratic steps for general interest of the State.
