Assam Government to get Biometric enrolment for claimants, against whom objections lodged

GUWAHATI: The Assam Government is going to take biometric enrolment of people who have claimed for inclusion of their names in the final NRC and against whose inclusion objections have been lodged/or will be lodged. Such a move is necessitated with a view to taking the right decision on those whose names will not figure in the final NRC.

Dispur is going to collaborate with the UIDAI in this connection.

Such biometric enrolment will take place at the designated hearing centers for NRC’s claims and objections or nearby premises of the hearing centres. The NRC authority will conduct hearing only after their biometric enrolment.

Towards this end a high-level meeting under the chair of State Chief Secretary Alok Kumar was held in Dispur recently where top officials of the Home & Political Department, General Administration Department (GAD) and UIDAI discussed in details as how to execute the biometric enrolment of applicants of NRC’s claim-and-objection exercise. During the meeting it was also decided that the UIDAI would notify the Home & Political Department as State Registrar for the proposed biometric enrolment.

Nearly 19 lakh individuals have so far claimed for inclusion of their manes in the finas NRC across the State. On other hand, the NRC authority has received 289 objections till Friday against inclusion of people of suspected nationalities in the complete draft NRC.

The biometric enrolment in respect of persons who are part of claims and those persons objected upon will be distinctive and a separate ID will be generated. Once the final NRC is published such persons, if included in the NRC, will be given the usual Aadhaar number as applicable to legal residents in the country.

The prime objective of undertaking the biometric enrolment is to create a database of those who will be part of the claims & objections exercise. Since the governments, both in Delhi and Dispur, have not taken any decision on future of those who would be excluded from the final NRC, the proposed database will help the government to keep track of persons without NRC. A joint committee is expected to be constituted to take the final call on this issue. The Supreme Court has already approved the biometric enrolment provision in the Centre’s SOP for claims & objections exercise.

Commissioner of GAD Dr M. Angamuthu said the State Government is going to start the biometric enrolment before hearing of claims and objections.
