Cabinet moves to expedite fixed wing aircraft operation

Itagar, Feb 8: The State Cabinet on Tuesday approved for creation of 42 posts under Aruchal Pradesh Civil Services (APCS) and for filling up of 84 posts at the entry level.

The decision was taken in the cabinet meeting chaired by Chief Minister Pema Khandu keeping in view shortage of administrative officers in many circle headquarters of the state, official sources said. The Cabinet also directed to fill up the 19 posts of APCS entry grade under lateral entry quota in a time bound manner within three months time. With this development, the state government aims at bringing administration at the doorsteps of the common people besides ebling the common masses in remote areas to have access to basic and efficient public services through these administrative units.

The cabinet further approved creation of 56 posts of traffic police to effectively mage the ever burgeoning traffic in the state and also created 29 posts of non teaching staff for government colleges and polytechnics to ensure efficient and effective teaching in these educatiol institutions. To pave way for making the Government Law College at Jote near here, functiol by the next academic year, the cabinet approved creation of 34 posts of teaching and non teaching posts. As many as 152 posts under various categories were also created for efficient manning of newly created districts of Siang, Kra Daadi, Longding, msai and Capital Complex. A long felt need of the state to have fixed wing aircraft operation will get a big boost as the cabinet also approved for operation of fixed wing aircraft for passenger service in selected ALGs.

The cabinet reviewed the status and directed civil aviation department to expedite making the ALGs functiol for civilian use on priority. It also approved for floating of tender for 3 months for 6-10 seaters fixed wings aircraft which has minimum 40 hours flying experience.  With a bold move to end the deadlock on the lingering hydropower projects, which still waits to see the light of the day, the state cabinet approved for amendment of Hydropower Policy 2008. Another major decision taken by the cabinet was to conduct the recruitment of all Group B (non gazetted), Group C and other ministerial posts through Aruchal Pradesh Public Service Commission (APPSC) by amending the Aruchal Pradesh Public Service Commission (Limitation of functions) Regulations, 1988 for instilling transparency in the whole process of recruitment and ensuring a merit based recruitment process. The decision was taken in order to fulfill the announcement made by the chief minister in his Independence Day speech, the report said. The cabinet also approved establishment of C class police station at Thrizino under West Kameng district for ensuring peace and effective law and order system in the said area. 49 posts at different levels were also created for effective manning of the said police stations. To fill up 8 out of 12 existing vacancies in the rank of SP (JAG), the cabinet decided to approve one time relaxation in the prescribed minimum qualification length of service. This is going to have a very positive, efficient and effective impact on the overall functioning of the police force in the state. In order to achieve the objectives of performance enhancement, upgradation of knowledge and skills of government officials, improve the administrative effectiveness and develop professiol, impartial and efficient civil service that is responsive to the needs of the citizens, the cabinet approved a comprehensive State Training Policy.

The cabinet also enhanced the pay scale of the Chairman and Members of APPSC as per the 7th Pay Commission’s recommendations and accordingly amended the Aruchal Pradesh Public Service Commission (Regulation) 1988.

The state cabinet further approved the proposal for ectment of Aruchal Pradesh Protection of Interests of Depositors (in fincial establishments) Bill, 2017 in order to pave the way for its introduction in the State Legislative Assembly and its ectment. This is a path breaking decision taken by the cabinet which is intended to put in place a legal framework and mechanism to regulate the activities of fincial establishments defaulting in repayment of public deposits in the state and at the same time protect and safeguard the interests of the depositors in non banking fincial companies (NBFCs), the report said.

The cabinet decided to institute the Aruchal Rat as the highest state award which would carry a cash award of Rs 5 lakh, a gold medal and a roll of honour. The Aruchal Rat Award would be awarded in recognition of very exceptiol service/performance of the highest order in any field of human endeavour. The committee headed by CM with CS, Principal Secretary Political, Commissioner Fince and Commissioner (GA) as members along with two members to be co-opted by CM would make the recommendation for the Aruchal Rat Award. On the proposal of special package for Tirap, Changlang and Longding, it was decided to forward the special package proposal to the union Ministry of Home Affairs, after obtaining comments/views of the legislators of these three districts, the sources added.
