District Magistrate Asks Probe into custodial death of  Chandan Bharali at Panikhaity PS in Guwahati

GUWAHATI, Aug 8: The District Magistrate, Kamrup (M) has instituted a probe into the death of Chandan Bharali (23) in police custody. Accordingly, Pallab Jyoti Nath, Circle Officer, Chandrapur Revenue Circle and Executive Magistrate, Kamrup (M) District has been entrusted to carry out the inquiry to find out the circumstances leading to the death of Chandan Bharali and to submit his findings within 15 days for onward submission to NHRC/AHRC.

According to sources, Chandan Bharali, son of Gopal Bharali a resident of Chaigaon in the district of Kamrup, was arrested on August 7 and produced at CJM Court on the same day and sent for police remand for three days and kept at Panikhaity Out Post.

At about 11.30 pm on Tuesday, it was found that the accused person had escaped along with handcuff. A search was launched to find him. During the search, police found that the accused Chandan Bharali had committed suicide by hanging himself from a tree in the jungle area about 150 meters behind Panikhaity Out Post. He reportedly used the rope that is usually a part of a handcuff to hang himself.

According to sources, Chandan was blackmailing a girl after developing a soft corner for her whom he had met through Facebook. Subsequently, the girl informed the organization named as ‘Hindu Jagaran Mancha’ about the developments. The organization filed an FIR following which a case {(157/18 u/s 354 (D) IPC, R/W 67 (A) IT Act)} was registered.

On Tuesday night, the home guard on duty at Panikhaity Out Post was Sanjib Talukdar. Though Chandan was handcuffed, he was kept sitting on a bench inside the OutPost as there was no lockup there. Chandan reportedly fled taking advantage of the inclement weather and power failure during the night.

On Wednesday morning, Chandan’s family members gathered at the Out Post and demanded an inquiry into the matter.
