The objective and the purpose of enacting and inserting chapter X of the ALRR, 1886 in the year 1947 by the State government was to protect the land rights of the backward classes of people of the State from outside aggression. However, the same (protection) was not made available to all the backward classes. By extending the ambit of the provisions of this chapter to all the recognized backward classes of Assam, the land of Assam can be protected from being occupied, encroached upon and acquired by undeserved persons, the draft release said.
