Foundation stone laid, but no work started

 SILCHAR, April 9: Foundation stones are often laid on development works in rural areas in particular, but it has been reported by people of the areas that there is no implementation or execution of the scheme or project. It is to be recalled that Greater Lakhipur Action Forum, NGO, unearthed a number of foundation stones laid by a former minister in different places of the subdivision. Some of them have never seen the light of the day and human memory being short they have faded and lost in shrubs and bushes growing around them.

 In one of the glaring examples, residents of Kashipur have brought to the notice of The Sentinel a foundation stone which was laid by Sontosh Mohan Dev, then Union Minister of Heavy Industries and Public Enterprise, on November 5, 2007, in presence of Ajit Singh, parliamentary secretary of the time, and Kutub Ahmed Mazumder, MLA of Soi. It was under PMGSY for construction of rural road, culverts, minor bridge and routine maintence of the work executed for five years. It was the phase IV of the scheme for the construction of road from Kashipur to Gangapur and the length extended to 6.50 km.

 The foundation stone now made public hidden in the bushes around by the people was estimated to cost Rs.191.35 lakh. The road when constructed and completed would facilitate the movement of men and vehicles and contribute towards the development of the area, besides improving the socio-economic life of people around. This is a sad commentary on how development funds allotted from the Centre are made to be hushed up. If a proper investigation is made across the valley of Barak, many skeletons on foundation stones will stumble out.
