Government amends Rule 20 (B) of Meghalaya Service and Conduct Rules

SHILLONG, Feb 5: After facing stiff opposition from various quarters on the amendment to Rule 20 (B) of Meghalaya Service and Conduct Rules the Meghalaya government seems to have softened its stand. The amendment seeks to direct government servants to furnish information to the government on holding office in community based organization, association, traditiol body or society. It may be mentioned that on January 7, the Meghalaya Cabinet amended Rule 20 (B) of Meghalaya Service and Conduct Rules debarring anyone in the service, except previous sanctions, to hold office or membership in any community based organizations, associations and traditiol bodies.

However today, the state cabinet made certain changes to the previous notification of January 16.

Speaking to reporters after the Cabinet meeting today, Chief Minister, Dr Mukul Sangma said that post the government notification barring government employees to hold office in any community based organization, association and traditiol body certain issue cropped up.

“After various developments post the notification government felt there is a need to have clarity on the objective of the government,” Dr Sangma said.

The Chief Minister said that the government wants to amend the rule in such a way that there is no room for any misinterpretation which may deviate from the intent of the government.

According to Sangma, the amended version states – “any member of the service who is already holding office in a community based organization, association, traditiol body or society shall also furnish such information to the government immediately.”

The Chief Minister however informed that the term “community based organisation, association and traditiol body or society” should not include any faith based organisation and clan based organisation.

The rule 20B now reads as – “A member of the service who holds office in a community based organization, association, traditiol body or society shall furnish information to the government immediately on holding such office.”

Earlier on January 7, the cabinet had approved the amendment of Rule 20 of the Service Conduct Rules which read – “No member of the service cell except with the previous sanction of the government hold office in a community based organization, association, traditiol body or society.”
