GUWAHATI, April 2: Of late the State administration has been receiving some heat about the rise in crimes against women in the State. The government had to receive similar criticism on the floor of the Assembly as well on Monday.

The matter came up on the floor of the Assembly on Monday when State Parliamentary Affairs Minister, on behalf of Home Minister Sarbanda Sonowal, was replying to a question from BPF MLA Kamali Basumatary. 

Patowary said: “From 2006 to March 23, 2018, as many as 1,773 women were killed in incidents of rape, dowry-related torture and witch-hunting.”

Citing provisions of the Assam Victim Compensation Scheme, 2012, the minister said: “A rape victim still alive has to be compensated by making an ex gratia payment of Rs 3 lakh. If a rape victim dies because of the heinous crime, the compensation of Rs 3 lakh is to be paid to her next of kin. In the event of a rape victim becoming disabled because of the crime committed on her she should be compensated with Rs 10 lakh. We’ve a helpline for women – 181.”

Giving a detailed break-up of crimes against women in different periods, Patowary said: “From 2016 to so far in 2018 as many as 16 women and ten minor girls died of rapes. While the number of dowry deaths during the period is 353, the toll of witch-hunting is nine. This is against 37 women and 24 minor girls were raped and murdered from 2006-2015. While the number of dowry deaths during the period is 1,253, the death toll of witch-hunting during the period is 71.”
