Hagrama Mohilary asks vigilance committee to conduct survey

KOKRAJHAR: The winter session of Bodoland Territorial Council (BTC) Legislative Assembly was held on Wednesday where incomplete projects were discussed. The chief of BTC, Hagrama Mohilary asked the vigilance committee headed by EM Alindra Mashahary to submit the report soon.

Taking note of the question raised by MCLA Jatirindra Brahma from the opposition bench over the abnormal delay of certain projects under PWD, Mohilary told the house that he had already directed the Council Head of the Department (CHD) of departments concerned to conduct a proper survey of the incomplete projects which have been delayed abnormally for cancellation of order and to process for re-tender. He said vigilance committees were formed involving EMs and MCLAs to supervize the projects in every constituency. But neither CHD of the department concerned nor the heads of the committee have submitted their reports to him as yet, he said, adding that the deputy chief too could not carry out the survey in Chirang district due to his busy schedule and so Alindra Mashahary had been given responsibility in his place.

Mohilary informed the house that he had ordered to clear the pending bills for the projects under PWD, P&RD and CD till 2014-15 and asked officers of the department concerned to verify the incomplete projects for the cancellation of work order. He also said the process of re-tender would be taken up against the incomplete projects which were delayed abnormally. He also asked the EMs and MCLAs to give specific report for taking action on incomplete schemes in their respective constituencies.

MCLA Jatirindra Brahma questioned as to why construction of RCC bridge across the River Karboja at Ramfalbil was not completed although it was the project of the financial year 2013-14 and why there was no action despite the period of completion being 24 months. In reply, the chief of the council said the department had taken up the matter and in this regard several notices had been served to the contractor, Sukumar Brahma to expedite the progress of work and further reminded from time-to-time to complete the bridge within stipulated time but the progress was very slow. He said that he would take necessary action for cancellation of work order and process of re-tender would be started.

Meanwhile, MCLA Nirmal Kr. Brahma informed the house that unauthorized mass extraction of sand and gravel was going on unabated by some people at Nangalbhanga River in Chirang district and in this connection, the local people had lodged complaint to the DFO, Chirang division and Principal Secretary but no action had been taken against these illegal activities. Besides, the newly-constructed PWD roads had been damaged due to overloaded dumpers and trucks.

In reply, the in-charge of the Forest department, Kampa Borgoyary said the DFO had inspected the area from time to time to check extraction of sand and gravel but no illegal mining or extraction from any unauthorized area had come to notice of the Range Officer, Amteka Range and no illegal vehicles were seen in the site as per the report of the DFO.
