Jammu and Kashmir: Time to get Ready for President's Rule

Guwahati: As stated by the Jammu and Kashmir Governor Satya Pal Malik, the state is all prepared to come under President’s rule in January and this is because there are no plans to dissolve the Assembly yet.

In J&K, for having a separate Constitution, has been under Governor’s rule for six months, imposed under Section 92, by the President. But there was a condition that comes along with approval and according to this condition, if in case the Assembly is not dissolved within six months, then the state will have President’s rule under Article 356 and this will be effective from January, as an when the Governor's rule expires. Notably, the Governor’s rule in J&K expires on January 19.

On being asked, if there were plans to hold Assembly elections after the panchayat polls in the state, Governor Malik said, “There are no plans to dissolve the Assembly. There are various civic issues which will be affected by this move. The decision to hold fresh Assembly elections in the State lies with the Centre and the Election Commission. I will give the report when asked for.”

The J&K governor told about the probabilities of President's Rule in the state while being on a visit to Delhi to launch a book written by Amitabh Mattoo. Mr Mahatoo is an academic and was Adviser to Mehbooba Mufti when she was J&K Chief Minister.

Speaking about the voter turn out ratio in the state in the first phase of panchayat polls, Malik said that the response was unprecedented and can be compared to Kerala figures. The voting response in the Kashmir Valley this year recorded a 62.1% polling which is a big jump from the civic election figure of 35.1% last month.

The governor was further asked about the recent incident of killing and abduction of two youths in J&K in response to which he said, “People came out in large numbers to vote, not even a single casualty was reported. Abductions and killings happen in places such as Meerut and other parts of the country as well. Don’t demonize Kashmiris.”

The governor further took to criticize the government at the center for the situation in Kashmir, but has also made it clear that “the time of Vajpayeeji and Modiji was not included in this”.

The recent data of Kashmir youth is satisfactory as only one youth had joined the militant ranks in the past three months and another burning issue, stone-throwing too has come down.
