KMSS hurls graft allegation against former CEO of Golaghat Zila Parishad

GOLAGHAT (Dhekial), August 9:  Misappropriation of fund to the tune of more than Rs 1.15 crore has been alleged in Golaghat Zila Parishad.

The Krishak Mukti Sangram Samiti (KMSS), Golaghat District Committee alleged on Tuesday that former Chief Executive Officer of Golaghat Zila Parishad, Biren Chandra Phukan, was allegedly involved in corruption of public money.

In a press meet, the secretary of KMSS Golaghat district committee, Ratan Daw said that serious anomalies had been come to light through an RTI application.  Daw alleged that in 2014-15 fincial year, the interest money of various schemes fund allotted to Golaghat Zila Parishad should have been used in development works in rural areas, but the authority did not do so. They showed only repair a few rooms of the office building and allegedly siphoned off the rest of the money.

Also, he said that KMSS filed an RTI application on  June 29 seeking some information in the office of the Golaghat Zila Parishad. Against the RTI application, a letter no. FEG.54/2008/50 dtd. March14, 2013 from the office stated that the former Chief Executive Officer had engaged a peon med Jadav Bharali of Hajo district with a salary Rs 6,500 per month. The advertisement for the post peon and existence of peon Jadav Bharali in the Golaghat Zila Parishad was not available. The former CEO Biren Chandra Phukan allegedly withdrew Rs 5,200 on October 5,  2015, Rs 6,500 on  November 3, 2015, Rs 6,500 on December 3, 2015 from the office account through online RTGS in the me of peon Jadav Bharali, Daw alleged.

In this regard KMSS asked employees of the Zila Parishad about the peon Jadav Bharali but they denied existence of peon Jadav Bharali in their office. Later, the KMSS submitted a memorandum to the office of the Deputy Commissioner of Golaghat and demanded high-level enquiry against Biren Chandra Phukan for alleged involvement in corruption.
