Manpower Crunch Hits Criminal Investigation Department (CID) of Assam Police

GUWAHATI: The important process of carrying out probes by the Criminal Investigation Department (CID) of Assam Police is seriously hampered owing to the lack of adequate manpower.

As on the last part of February 2019, altogether 44 posts of investigating officers are lying vacant in the department. These include Deputy Superintendent of Police (one), Inspectors (31), Sub-Inspectors (six), and Assistant Sub Inspector or ASI of the unarmed branch (six).

The CID in Assam presently has 410 employees including investigating officers and others. However, 41 officers and employees of the department are on deputation to other units or organizations of the State Police. Hence, practically they are not with the CID as of now.

The CID is the investigation and intelligence wing of the Indian State Police. It was created by the British Government in 1902, based on the recommendations of the then Police Commission. It generally investigates critical cases related to general administration like robberies, burglaries, sexual offences, fraud, serious assaults, murders and misappropriation of funds among others. They sometimes assist the uniformed officers in investigating the less serious crimes, such as theft.

The CID also exercises a general watch and control on the functions of the State Police relating to crime covering all the aspects of prevention, investigation and detection of crime.

Against this backdrop, the Government should initiate action to strengthen the CID by filling up the vacant posts with suitable candidates. Such a measure would definitely go a long way in speeding up inquiries of the pending cases as well.
