Special Correspondent

SILCHAR, March 11: Malugram Welfare Development Committee of this town in the northern fringe has in a memorandum addressed to the Deputy Commissioner of Cachar has articulated the grievances of the residents of the area, specifically in respect of deplorable condition of road communication and the vitiated atmosphere prevailing there caused by the intoxicating habits of some bad elements. The main road and the artery lanes and by-lanes are getting worse day by day and there is no indication that the Public Works Department (PWD) is going to take up repair or improvement works.

The conditions of road and lanes have become a cause of concern for the students, studying in schools and colleges. They have to take all the hardships in their stride. Neither can they walk comfortably nor ride a rickshaw to reach their destitions. Such state of things have remained unchanged for months and years. Besides, the worst sufferers are family members who face extreme difficulty in taking their patients to hospitals or nursing homes. To travel through such road is a knee-jerk experience. In fact, people of all walks of life are virtually fed up with the daily problem.

What has been quite surprising is that the residents of the state minister, Ajit Singh, is among the populace of the greater Malugram area. The minister obviously has no concern because he travels in his Scorpio or Bolero that keeps him comfortable. The bumpy ride for others becomes cushion ride for him. Why should he then bother? It has been also mentioned that though in the past some patch works in the me of repair and improvement have been taken up by the PWD, but the quality has been so low that after a few days, road is back to square one. This is the tale of other roads in the area as well.

With monsoon very close, the residents have begun to shudder to think of their plight. The roads under the impact of showers, heavy and light, which continue for days, they fear, will take a frightful dimension with most parts of the metalled and bitumen already damaged. It is apprehended there will be no trace of roads at all. It will be full of craters and potholes. In view of the seriousness of the problem, Malugram Welfare Development Committee has demanded of the higher authority of the administration to exert his good offices and move the PWD for taking up immediate repair and improvement works.

Another serious problem besetting the residents is about the random intake of alcohol, country made as well as branded bottles. This phenomenon is assuming alarming dimension without any authority to put a check on it. This is witnessed after dusk when men of all age groups consume alcohol which is available here and there. It is being sold openly, making a mockery of the district administrative machinery. No body has ever seen raid or check by the excise department which cannot pretend to be ignorant of the mece. While men face difficulty in moving around even on important works, women are afraid to go out of their homes after sunset. The intoxicated persons are often found in brawls, creating nuisance. This continues till mid-night.

The memorandum expressing its serious concern points out that the situation is getting bad to worse which if not contained with firm hand, it might become a major law and order problem. Considering the gravity of the phenomenon, the Deputy Commissioner of Cachar has been impressed upon to intervene in the matter for preemptive measures.
