NCHAC delegation calls on Governor, CM; discusses developmental issues

Haflong, June 18: Debolal Gorlosa, Chief Executive Member, along with executive members of NC Hills Autonomous Council, Dima Hasao district, met the Governor of Assam on Friday at Raj Bhavan in Guwahati and the Chief Minister recently, regarding various important issues of Dima Hasao.

The first priority of the discussion was regularization of salary of Council Normal Sector Employees. Governor PB Acharya gave a positive response and assured to have a discussion with the Chief Minister to sort out the issues relating to payment of pending salary of the Council Normal Sector Employees within a short period. The Chief Minister also assured an in-depth study of the issues and finding a permanent solution. The delegation proposed to both the  Governor and the Chief Minister to increase the grant-in –aid from the present Rs 30 crore to Rs 50 crore annually. In this regard, a positive response was received from both of them, stated a press release signed by Samuel Changsan, spokesman, executive cmmittee, NC Hills Autonomous Council.

The delegation also discussed about the NEEPCO Hydro Electric Project at Umrangso regarding the matter relating to share of free power that has been given to the States of Assam and Meghalaya at 6 per cent each. The State shares of Assam and Meghalaya of free power of NEEPCO Ltd. needed to be look into for finding an amicable mechanism involving the States concerned and the district through constitutiol and legitimate share distribution. The district of Dima Hasao is the most-affected entity owing to setting up of NEEPCO project. The demand for share for free power from NEEPCO by the Dima Hasao  district is legitimate as per the provision of the Sixth Schedule of Indian Constitution. The Governor of Assam assured to initiate this matter with the Central and the State Government to reach a permanent solution faced by the N.C. Hills Autonomous Council, stated the press release.

The huge and long-pending royalties to the NC Hills Autonomous Council for use of forest produce of Dima Hasao district by companies and organization like Dalmia Bharat Cements Ltd, Hindustan Paper Corporation Ltd., broad gauge construction companies and tiol Highways construction companies added owes to the Council at this time of fincial distress. The Governor supported the view and suggested to approach the defaulters with a strong message to clear up the legitimate dues of the Council, lest punitive measures against them be initiated.

The Governor strongly instructed the delegation to concentrate on the all-round development of the district of Dima Hasao and not to compromise in any situation in implementing the developmental schemes.
