PDF alleges misuse of funds by Nongrum

SHILLONG, Feb 19: In-charge of the media cell of the People’s Democratic Front (PDF) of Mawrynkneng Zol Committee Livingstone Thangkiew has accused the sitting legislator of the constituency David Nongrum of misusing public funds. According to an RTI finding, Thangkiew, who came along with the members of the PDF’s Umpling unit, on Monday said the RTI shows that the MLA of the area has distributed an amount of Rs 7000 to each beneficiary under the scheme mentioned as ‘Fincial Assistance to uplift livelihood of farmers’ in Mawrynkneng, Umpling and other areas of the constituency. He, however, said the distribution is doubtful. Stating that an amount of Rs 7000 distributed to the beneficiaries in parts of Mawrynkneng areas sums up to a total of Rs 3, 52, 44,000 and in Umpling alone the amount of Rs 7,000 distributed to 474 farmers sums up to a total of Rs 26, 24, 000, he said: “Surprisingly when we went to inquire of this matter and asked for the receipt from the BDO, we were instead provided with a cashmemo that was simply written ‘purchased of cowdung worth Rs 7000.”

“We don’t even have enough space to cultivate mint leaves in Umpling area, so the question arises is that from where 474 farmers in the list of beneficiaries i have came from,” Thangkiew said.

He further said the total amount for the distribution of cowdung in Mawryngkneng constituency as a whole by David Nongrum under this scheme sums up to a total of Rs 3, 78, 90,000 till December 2017 which is also very doubtful as all the amount was drawn by the Mawryngkneng tender committee for the schemes to be distributed in Mawryngkneng areas, and the amount was drawn in the me of R Kharumnuid for Umpling.

“We want to know if this amount has really reached the beneficiaries as appeared in the list of the BDO office or if there is any bio-gas producing factory within Mawryngkneng constituency,” Thangkiew asked.

Thangkiew said the PDF Umpling unit urged the farmers to form farmers’ association so that there is no misuse of schemes to take away the rights of the farmers.

Stating that all the public money has been wasted without any sustaible development, he further alleged that another sum of Rs 1, 40, 97, OOO was shown to have been fully drawn for procurement of the solar lighting in the area, but not even a single solar lighting was found in the entire Mawrynkneng constituency.
