PPA dismayed at age bar on law faculty’s appointment

Itanagar, May 14: Sharing the sentiments of the law fraternity of the State, the People’s Party of Arunachal (PPA) on Monday expressed its dismay at the alleged whimsical decision by the State government to implement an ‘upper age limit’ for the post of assistant professor (core law faculty) at Government Law College of Arunachal Pradesh in violation of the Bar Council of India (BCI) and University Grants Commission (UGC) rules.

he PPA said the Arunachal Pradesh Public Service Commission (APPSC) published an advertisement on December 27, 2017 for the post of assistant professor (core law faculty) in which the upper age limit was set 30 years as on January 31, 2018 with some relaxation in accordance with the orders issued by the Government of Arunachal Pradesh from time to time.

“But fixing an upper age limit does not align with the norms prescribed by BCI and UGC for recruitment of assistant professor (law). BCI has formed rules under Part IV for Standard of Legal Education and Recognition of Degrees and at Para 20 under Schedule III of Part IV, the minimum qualification for faculty is either an LLM degree or as prescribed by UGC and other such standard setting bodies. However, no upper-age limit has been prescribed for faculty recruitment,” the lone regional party of the State said in a statement here.

“Various colleges and universities across the country follow UGC and BCI rules for assistant professor appointments and no institution ever fixed an upper age limit for appointment of an assistant professor. UGC rules do not have an upper-age limit for National Eligibility Test (NET), which is a requirement to apply for the post of assistant professor. It is ironical that though NET does not have an upper-age limit, applying for the post of assistant professor in Arunachal Pradesh comes with an upper age limit!” stated the PPA.

“The growth in legal education in our State is still in a nascent stage. By fixing an arbitrary upper-age limit, which is a gross violation of the UGC and BCI rules, the government is indirectly discouraging eligible and experienced candidates for the post of assistant professor,” the party added.

This ‘arbitrary’ upper-age limit should be removed at the earliest to facilitate the growth of legal education in our State, PPA secretary general Kaling Jerang said in the statement.
