Section 144 of CrPC promulgated in Dibrugarh

Dibrugarh: The Additional District Magistrate, by an order on June 24, has promulgated section 144 of CrPC in the entire district prohibiting strike, taking out rallies by disrupting the normal traffic, hunger strike, sitting strike, arranging meetings, raising slogans and assemblage of five or more persons in public places.

The order also prohibits practices like carrying firearms, sticks, dagger in public places, bow and arrow or stones; burning of effigies; setting up martyr’s tomb in government and non-government plots; unsolicited spraying of colour on women, children or commuters in public places or hurling any other objectionable item at them; displaying of fireworks on public roads; wearing uniform of the same colour as that of the Army; passing communal remarks; using microphones between 10 pm and 6 am near hospitals, courts and educational institutions, and sitting of two passengers on two-wheelers with the exception of elderly people, children, government employees, advocates, doctors, women, school going children and journalists.

The order also bans activities, including using black glasses in cars. However, cinema halls and other places of entertainment, educational institutions, cinema halls, bus depots, railway stations, airports, religious places and marriage halls and other places of daily public gatherings have been kept out of the ambit of the order prohibiting the assemblage of five or more persons. The order, which has been put into immediate effect, will be active for a period of 60 days. Anyone violating the provisions will be booked under Section 188 of IPC.
