Trade allegation against headmaster in Khonjoy

SHILLONG: The headmaster of a school in Khonjoy, South West Khasi Hills district, is allegedly into the export business.

According to a complaint lodged by one Brensly Riangshiang, the headmaster-cum-secretary of Khonjoy Upper Primary Deficit School, Tiperson Momin, has formed an association by the name of Bagli Export Association, Nonghyllam South West Khasi Hills district, Mawkyrwat.

He further submitted that Momin is the president of Bagli Export Association and he is carrying out illegal stone mining/stone quarrying from the land of Lum Pyndengru which belongs to Chamegong Riangshiang.

In his complain to the president of Khongjoy LP School, he stated that as per the service rule for employees of government-aided schools, Rule No.1 clearly mentions that the managing committee of a school is the authority to appoint persons in connection with the affairs of the school and as such it has the authority to dismiss or remove such persons, when any of the teaching staff is suspected to be connected with anti-State or subversive activities or with any other unlawful party, whether directly or indirectly.

According to the complainant as per the Rule 2, 3 & 4 of Meghalaya Education Code it clearly mentions that if the managing committee finds that any teacher is involved in political activities and if he is found injurious to the interest of education, the managing committee has the power to remove such person from service or debar him from appointment in the aided schools.

In the complaint, it is stated that Momin had been engaging himself as the president of the Bagli Export Association which is not permissible as per the rule of government-aided schools.

As per the service conduct rules, 1990, in Rule 15 it is clearly mentioned that “No government employee shall except with the previous sanction of the government engage himself directly or indirectly in any trade or business or undertake any other employment.”

The complainant stated that Momin is allegedly indulging in illegal activities by holding the post of president of the Bagli Export Association and illegally indulging in stone mining and transporting to Bangladesh.

In this regard, the United Achik Youth Federation (UAYF), South West Khasi Hills Zone, Meghalaya, has urged the authorities to take action against Momin for indulging and carrying out malpractice and engaging himself with illegal stone mining and transportation of stones which is not permissible as per law.
