Special Revision of Electoral Rolls for Panchayat Constituencies

Itanagar: The State Election Commission (SEC) has decided to conduct special summary revision of electoral rolls of Panchayat constituencies for preparation of “more accurate and updated” rolls with January 1 2020 being the qualifying date.

As per the schedule of summary revision, November 5 is the date for publication of draft electoral rolls, while the period of filing claims & objection is November 5-12.

With reading of relevant part/section of electoral rolls in Gram Sabha/local bodies etc., for verification of names fixed on November 7 and 8, the date for special campaign date with booth level agents of political parties for receiving claims & objection is November 11.

Disposal of claims and objections is scheduled on November 26, followed by preparation & printing of supplementary list on November 27 and final publication of electoral rolls on December 2. “It is to be noted the existing electoral rolls updated upto 01/01/2018 are to be taken as the ‘mother roll’ for publishing the draft electoral rolls,” the SEC said.

The publication of draft electoral rolls for Gram Panchayat and Zilla Parishad Constituencies are to be made in the offices of Electoral Registration Officers (EROs)/ Assistant Electoral Registration Officers (AEROs)/ Block Development Officers (BDOs) respectively, the Commission said, adding that wide publicity should be given to ensure cent percent inclusion of eligible voters and preparation of defect free electoral rolls.

The EROs/AEROs shall receive claims and objections directly in their offices while the designated officers will receive the same in their respective locations in order to avoid any inconvenience to the people. Adequate number of form-4 (claim) and form-5 (objection) and other required forms may be issued to the designated officers by the District Election Officers during the period of revision including special campaign period. After disposal of claims and objections the supplements may be prepared and appended to the mother roll before final publication of E-rolls, SEC said.

The Commission has already issued necessary instructions to all DCs/DEOs to carry out the special revision of electoral rolls and ensure that the publication of draft electoral rolls of Panchayati Raj are done as scheduled.
