The ABSU in the memorandum said the union, being the key signatory organization to the MoS, was following every process of implementation and was aware of the initiatives taken by the governments of India and Assam. He said the ABSU had welcomed every step of the government to implement this MoS. However, there were certain matters which were already in process through the council government.

The memorandum said that some official letters were circulated by the BTC Secretariat to the various Circle Offices seeking allotment of land and its status for establishment of various institutions and projects. However, the signatories and signatory organizations were not made aware of this development, and therefore, the ABSU said that in matters regarding the implementation of the clauses pertaining to various Central and State institutions, the signatory and signatory organizations had to be consulted and made aware.

The union said that while issuing such official letters to the circle officers for land requirement and area selection, some locations had been wrongly mentioned which were not according to the required norms for establishment of such institutions. Being the key signatory organization, the ABSU expected prompt intervention and in accordance to the spirit and aspirations of the signatories and signatory organizations.
