Workshop on implementation of Assam Excise Act, 2000 by Cachar district administration

SILCHAR: With a view to create mass awareness and sensitise the people about the ill effects of illicit liquor, Cachar district administration has started slew of measures and as a part of this initiative on Sunday, a workshop on the implementation of Assam Excise Act, 2000 at the conference hall of Zilla Parishad was held. Deputy Commissioner of Cachar Laya Madduri, District and Session judge Darak Ullah, Chief Judicial Magistrate Misbahul Hussain Ansari, Secretary of District Legal Services Authority Partha Sarathi Bhattacharjee, Excise Superintendent Sunil Sinha and all field level officials from Excise department attended the workshop. In her speech, Deputy Commissioner Laya Madduri mentioned how illicit liquor is the root cause of many social problems like domestic violence, malnutrition, child abuse etc. She stated that it shortens lifespan and causes serious health issues resulting in additional medical expenses. She laid emphasis on providing an alternative source of livelihood to illicit liquor brewers while strengthening the enforcement.

District and Session judge Darak Ullah and Chief Judicial Magistrate Misbahul Hussain Ansari in their speeches discussed about the provisions of the Assam Excise Act, 2000. As per Assam Excise Act, 2000 which is being amended in 2018, selling, transporting, importing and exporting of illicit liquor is a major offence and convicted have to serve a jail term of minimum 6 months. Prior to amendment of Assam Excise Act, 2000 these offences were bailable which have become nonbailable offence post-amendment in 2018. Misbahul Hussain Ansari lauded this initiative of district administration for organizing the workshop. Partha Sarathi Bhattacharjee elaborately discussed the Assam Excise Act, 2000 and Assam Excise Rules, 2016 with a PowerPoint presentation. The workshop concluded with an interactive session held among the participants and the legal experts.
