District Administration violated child rights: MSSASA

SHILLONG: The Meghalaya SSA School Association (MSSASA) East Khasi Hills District Unit at the general meeting held on November 24 in which Head Teacher, Assistant Teacher and Secretary School Managing Committee of schools were present strongly condemn and oppose the order issued by the Deputy Commissioner East Khasi Hills District on November 2 which instruct all the schools under the jurisdiction of East Khasi Hills not to publish the annual examination results of those students not given Measles Rubella Vaccine and also the same will be apply for new admission till the district administration gives clearance.

MSSASA point out, the act of the district administration is in violation of the Child rights. Children’s rights are human rights. They protect the child as a human being. As human rights, children’s rights are constituted by fundamental guarantees and essential human rights.

Whereas the act of the district administration deprived the children right of equality and right against discrimination stated in the Article 14 and Article 15 of the Constitution of India. It’s also a violation of Article 21 of Indian Constitution reads as “No person shall be deprived of his life or personal liberty except according to a procedure established by law” and also Article 39 (f) read as “Right to equal opportunities and facilities to develop in a healthy manner and in conditions of freedom and dignity and guaranteed protection of childhood and youth against exploitation and against moral and material abandonment”.

At the mean time this steps and action taken by the district administration is against the Right to Free and Compulsory Education Act, 2009 and also emotional abuse the child especially at this time when final examination is still going on in a sense of criticizing, rejecting, discriminating, degrading, ignoring, isolating and exploiting a child. It will also encourage the parents for drop out of their children from schools.

The Association therefore demands for immediate withdrawal of the order and also suggested the district administration to find out the main reason why the students denied to take the M R Vaccine and also to organize an awareness Programme to consult with the parents of such students.
