District Council polls: Hispreaching Son Shylla for anti-defection law

SHILLONG: Chief Executive Member (CEM) of the Khasi Hills Autonomous District Council (KHADC) Hispreaching Son Shylla on Friday slammed the State Government’s decision to go ahead with the District Council polls slated to be held on February 27.

“I am annoyed because of the Government’s reluctance to have an anti-defection law in the autonomous district councils before the polls,” said the CEM during a KHADC meeting convened here to discuss the Centre’s decision to amend the Sixth Schedule of the Constitution.

“Before the elections, the political parties sound confident that they will form the Executive Committee. How can you feel so when there is no anti-defection law,” the CEM said implying that the members of district council’s may defect once they win the election.

The CEM also wants that the delimitation of constituencies should be completed before holding the district council polls.

He said that the delimitation process should address the issue of uniformity of electorates in the constituencies.

“Now what is happening is that certain constituencies have large electorates while others have small number of voters,” Shylla said.

The CEM informed that the bill on Inner Line Permit (ILP), The Khasi Social Custom of Lineage Act 1997 and Khasi Hills Autonomous District (Khasi Social Customs of Clan Administration Bill), 2018 is at the Governor’s desk while other legislations passed by the KHADC has been returned by the Governor’s office.
