Assam Secretariat to be remed ‘Jata Bhavan’

File Magement System to be introduced in Secretariat to electronically track movement of every file: CM

GUWAHATI, Dec 29: In 1972, when the capital of Assam was shifted to Dispur from Shillong, the new seat of administrative power was med ‘Jata Bhawan’ by the then chief minister Sarat Chandra Sinha. But after the Congress came to power in the State, it remed Jata Bhawan as ‘Assam Secretariat’. With the BJP-led coalition ensconced in Dispur after 15 years of Congress rule, the clock has turned full circle with the Sarbanda Sonowal government now deciding to reme Assam Secretariat as ‘Jata Bhawan’.

A decision was also taken to introduce File Magement System (FMS) wherein features like electronic file tracking system will be implemented in the State Secretariat to infuse more transparency and people-friendly governce. Chief Minister Sarbanda Sonowal announced this at a meeting held at the conference room of his office in the Secretariat on Thursday evening.

Chairing the meeting of General Administration Department and Secretariat Administration Department, Sonowal said under the FMS a unique number will be generated for tracking each file in the Secretariat. The project will be implemented as part of the government’s bid to render transparency and convenience to the people. The plan entails electronic tracking of file movement and steps are on anvil to implement other components for extending governce digitally to the doorstep of every household.  

The first component of the FMS will be introduced on April 1 next year, while the second component of e-filing will be introduced subsequently. With the introduction of FMS, the public will get acknowledgement of their application either through sms or e-mail.

The meeting also assessed the present status of circuit houses with the Chief Minister directing GAD to repair and refurbish the 51 circuit houses in the State so as to reflect unique local and ethnic culture of the concerned district or sub-division. He also directed GAD to modernise all circuit houses to make these worthy for food and lodging of foreign tourists. It may be noted that the State government has already initiated steps of forming Circuit House Magement Committee for its repair and refurbishing.

The meeting also decided to build an integrated complex on a land measuring 100 bighas in Majuli, requiring expenditure of Rs 278.21 crore. The complex will incorporate a modern circuit house, Centralised District Administration Office with all departmental offices, official residences with sports and educatiol complex.

The Chief Minister also directed speedy completion of all Assam Houses being constructed at different places in the country. The Principal Secretary of General Administration Department has informed that the Assam Houses at Vellore, Cheni, Kolkata, Bengaluru, New Delhi and Mumbai are on the verge of completion and will be iugurated on April 1, 2017.

Moreover, a government level communiqué was also initiated to construct Assam Houses in Pune, Chandigarh, Kochi, Thiruvanthapuram, Bhopal, Jaipur, Ahmedabad, Bhubaneswar and Cooch Behar.  

Sonowal also directed to fill up the vacancies in Assam Secretariat along with disposing off pending promotions expeditiously. Moreover, the meeting also decided to construct a new block in Assam Secretariat, introduce solar lighting system in Secretariat and a central booking system for all circuit houses in the State.
