

GUWAHATI: The State Executive Committee of the State Disaster Management Authority, under Section 22(2) (h) of the Disaster Management Act, 2005, has issued directives to all the agencies and contractors of projects involving roads, drains, sewer lines, or any other projects. They have to take certain safety measures: All project sites containing potholes, drainage work, sewer work, and road work should be barricaded suitably throughout the State of Assam; Prominent visible signage (marked as a “danger zone”) with appropriate colour around the barricade of such project sites should be displayed conspicuously. The signage should be clearly visible to commuters in both daytime and night. The agencies and contractors shall execute the aforesaid works at their own cost and risk.
According to ASDMA, it has been observed that there have been many recent cases of road accidents due to potholes created on roads, drains, and sewer lines due to ongoing project work. Whereas it has also been noticed that agencies and contractors responsible for the execution of such projects do not take the necessary precautions to cordon, illuminate, and install effective signage around such unfinished work sites, leading to uninformed risks for commuters and pedestrians. Whereas, the government of Assam has reviewed the situation seriously and has decided to take steps to mitigate the risk posed by large scale ongoing projects in the state and minimize probability of the occurrence of such incidents across the state. These directions will come into force with immediate effect from the date of this order, stated a press release.
