43 PWRD schemes to be implemented during lockdown in Lakhimpur district

LAKHIMPUR: Deputy Commissioner of Lakhimpur-cum-District Magistrate Dr. Jeevan B has accorded approval for a total of 43 schemes under Public Works Department (Rural Division) (PWRD) for implementation during the lockdown period in the district. The DC has granted the approval of these works under the departments through an order issued vide No. LMJ. 8/2020 dated Lakhimpur the 30th April, 2020.

Out of them, 11 schemes will be implemented in Lakhimpur LAC, 11 schemes will be implemented in Bihpuriya LAC and rest 21 schemes will be implemented in Naoboicha LAC under Lakhimpur, Bihpuriya and Naoboicha Territorial Road Division, North Lakhimpur.

Notably, the repair, maintenance, construction of these 43 roads along with some bridges damaged by flood under the three assembly constituencies of the district had been implemented under various schemes like Assam Road Maintenance Fund for the year of 2016-17, PMGSY, Package No. As-15-41 for the year of 2017, SOPD for the year of 2017-18, 2018-19, 2019-20, Assam Darshan for the year of 2019-20, Signature Project of SOPD-G (State Priority Scheme) for the year of 2019-20, Fifth Assam Finance Commission for the year of 2019-20 before the declaration of the lockdown. But the prevailing situation of COVID-19 and ongoing lockdown have affected the continuation of the implementation of these schemes.

The Deputy Commissioner has laid stress on the strict fulfillment and compliance of various terms and condition with regard to the implementation of the schemes. According to the order, the authorized officer of the schemes will have to apply for the passes for the use of labourers and vehicles for the works and schemes while the incident commander (Circle Officer) concerned will issue the same. The Head of the Department concerned must ensure the use of masks by labourers, provisions of hand wash, sanitization at the worksite, maintenance of social distance, adequate hygiene at the worksite along with accommodation norms for the migrant workers and transportation norms to others.
