Dibrugarh Administration Imposes Drone Ban Ahead of CM Sarma’s Visit for Public Safety

Dibrugarh: The Dibrugarh district administration has announced a temporary ban on the operation of drones and unmanned aerial vehicles (UAVs) over four key locations in the district, coinciding with Assam’s CM Himanta Biswa Sarma’s four-day official visit that began on Tuesday.

The order, issued by Additional Deputy Commissioner (ADC) Biraj Boruah on Monday, restricts drone activity within a one-kilometre radius of the following sites: Assam Medical College & Hospital, Naharkatia HS School Field, Chief Minister’s Secretariat in Dibrugarh, and Dibrugarh University. The restriction will remain in force from 6:00 AM on July 22 to 6:00 PM on July 24.

The prohibition has been enforced under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, citing public safety and security concerns. According to the order, the use of drones “poses a potential threat to public safety, security, and law and order,” and immediate preventive measures are necessary to ensure peace and protect life and property.

Though the order does not directly mention the Chief Minister’s visit, the timing and locations suggest that the ban is a security measure linked to his scheduled events. CM Sarma is set to attend multiple programmes, including laying foundation stones for key projects and participating in high-level meetings at the CM’s Secretariat.

The ban applies to all types of drones, including commercial, private, and recreational models. Individuals found violating the order will face penal action under Section 223 of the BNSS 2023 and other applicable laws. However, the order provides exemptions for government departments, law enforcement agencies, and emergency services. These entities must obtain prior written permission from the ADC or an authorised official to operate drones during the restricted period.

The district administration has urged citizens to adhere to the restrictions in the interest of public safety and the smooth conduct of official programmes during the high-profile visit.
