Gag order for government servants in Assam; asked to abstain from criticizing government

After several teachers, students from different educational organizations and employees of the state government participated in anti-CAA agitations, a notification issued by the Director of Higher Education, G. Phukan asking government servants to refrain from criticizing the government.

“If the government servant is found criticizing the government, he/she will be held responsible for violation of Rule 3 and Rule 7 of Assam Civil Service (Conduct) Rules 1965, which will attract the appropriate provision of the Assam Service (Discipline and Appeal) Rules 1964,” he said.

Earlier, Bandita Borah, a teacher at Jawahar Navodaya Vidyalya (JNV) in Assam’s Jorhat lost her job due to her anti-CAA stand.

According to various reports, the teacher supported the students of the school who protested against CAA-2019. A circular from the Director of Elementary Education of Assam Government, widely shared through social media, has instructed Government employees or contractual employees to refrain from indulging or participating in political activities in different social media accounts. The circular cites Assam Services (Discipline & Appeal) Rules, 1964 for such actions.
