DISHA Reviews Progress of Flagship Programmes

Hailakandi: The District Development Coordination and Monitoring Committee (DISHA) reviewed the status of progress of various flagship programmes and schemes. Chaired by Karimganj MP Radheshyam Biswas, the meeting held in the conference hall of Zilla Parishad here on Wednesday, reviewed the progress of Deen Dayal Upadhaya Gram Jyoti Yojana (DDUGJY). The panel expressed dissatisfaction over the tardy progress of DDUGJY scheme and directed the APDCL authorities to complete the work before the Lok Sabha election.

Discussion was held on poor mobile network connectivity and broadband connection of BSNL in rural areas especially under South Hailakandi, Lala and Katlicherra Development Blocks. The SDO, BSNL told the panel that mobile and broadband connectivity have been taken up in a phased manner with the first phase completed and survey for the second phase under way in areas under South Hailakandi Development Block. MP cum Chairman, Biswas asked the BSNL authorities to complete the work before the election.

Progress of work of Dhaleswari bypass was reviewed with the Executive Engineer, NH Division assuring the panel that the construction work would be completed by December this year. Citing funds constraint, the Executive Engineer requested the panel to take up the matter with the higher authorities for completion of the work. The panel asked the NH official to start repairing of the road at Dhaleswari point, which is in bad shape.

Under Pradhan Mantri Awas Yojona (HFA-U), the Executive Officer, Municipal Board, Hailakandi informed the members of the committee that of the total 582 beneficiaries included in the first DPR, 552 FTOs have been submitted to the government with 506 beneficiaries receiving their 1st instalment @ Rs.1,10,000. The total beneficiaries included in the second DPR is 374 out of which 357 FTOs sent to the government for necessary funds. The data entry for third DPR is in process and will be sent to government shortly. The Executive Officer also apprised the panel about the progress under the Swachh Bharat Mission. Of the 1042 IHHL target, 644 numbers have been completed. After threadbare discussion, the panel instructed the Executive Officer to initiate steps for speedy completion of the remaining work before the onset of monsoon.

The panel reviewed the progress under the Swachh Bharat Mission (Gramin). The Executive Engineer, PHE department informed the house, that as per BLS 2012, the target for IHHL was 84,614 and cent per cent work completed but due to flood in June last year around 2,500 of IHHLs have been damaged. Requirement of funds to repair the same have already been submitted to the government. In this regard, MP Biswas asked the Executive Engineer to submit a detail report immediately for taking further action from his end.
