DIBRUGARH: On the occasion of Republic Day, Assam Chief Minister Himanta Biswa Sarma shared a plan to make Dibrugarh the state’s second capital in the next three years.

After hoisting the national flag in Dibrugarh, CM Sarma highlighted the city's important role in Assam's future, mentioning that the new permanent Assam Assembly building will be located on the southern bank of the Brahmaputra River.

“Today marks a key milestone in Dibrugarh’s path to becoming Assam’s second capital,” Sarma stated. He announced that from 2027 onwards, one session of the Assam Assembly will be held annually in Dibrugarh, reinforcing the city’s growing significance. 

He announced that construction of the new assembly building will begin on January 25 next year with a completion target set for within three years. The chief minister also outlined wider urbanization plans, which include initiatives for Tezpur and Silchar.

Tezpur will be developed as Assam’s cultural capital with the establishment of a Raj Bhavan, while Silchar will house a secretariat and the chief secretary’s office, aiming to bridge the administrative gap between Barak Valley and Guwahati.

CM Sarma talked about his government’s past efforts, mentioning about the opening of Assam’s first CM secretariat outside Guwahati in Dibrugarh last year. "This city will grow into an important center in India, representing growth, governance, and progress," he said.

Reflecting on India’s Constitution, Sarma shared a historical anecdote about Babasaheb Ambedkar’s appointment to the Constitution Drafting Committee. Despite initial opposition from leaders like Pandit Nehru, it was Mahatma Gandhi’s endorsement of Ambedkar’s intellectual abilities that secured his crucial role.

“Ambedkar’s battle against untouchability represented the essence of India, inspiring generations and laying the foundation for an inclusive society through Article 17,” the Assam CM said.
