GUWAHATI: A monkey business is allegedly going on in a rampant manner in the transfer, posting and promotion of employees in the State Secretariat. A coterie in the SAD (Secretariat Administration Department) seems to do the mischief taking advantage of the busy schedule of the Chief Minister.

The SAD rests with the Chief Minister who, for his busy schedule, has little time to look into every minor matter in detail. This Department has a standing office memorandum which spells it out in clear terms that "employees have to be transferred after having worked at a place for three years in a row."

However, in contrast to this rule, there are employees in the State Secretariat who have been working in same tables for 10 to 12 years in a row.

A few pertinent questions in such a situation are: What's the rationale behind allowing an employee to work in the same table for years and on the pretext of being good at his work? What's the rationale behind transferring an employee twice or thrice a year on the pretext of not being good at work? If the SAD adopts such a lenient approach on this issue, what is the need of the standing office memorandum that speaks of mandatory transfer of employees after completion of three years in a table?

According to sources, a section of employees in the State Secretariat is a worried lot. The influence of this coterie is such that "in case of promotion also, it manipulates the roster point (preference for promotion in accordance with reservation quota) to favour employees of its choice. A section of employees, according to sources, is the victim of all forms of mischief being perpetrated by the coterie.

Who can bring the coterie to its knees?
