GUWAHATI: AICC (All India Congress Committee) general secretary and its Assam in-charge Jitendra Singh constituted a committee to delve deeper into the delimitation exercise of both Assembly and Parliamentary constituencies of Assam in 2023.
The committee comprises Ripun Bora as chairman, senior advocate Hafiz Rashid Choudhury as a member, Dr. Netra Ranjan as the convenor, Durga Bhumij as a member, Deep Bayan as a member, and Harun Yusuf as a member.
The committee will examine the factors and circumstances leading to the deferment of the earlier delimitation exercise started in Assam in 2002 under the delimitation commission constituted for all of India. The committee will examine the factors leading to carrying out the delimitation exercise in Assam in 2023 under the Election Commission of India when the term of the earlier delimitation commission 2002 expired. It said that the delimitation exercise in Assam in 2002 had to be postponed due to the non-completion of the updating of the NRC process. The committee, according to its terms and references, will make a comparative study of the demographic positions of all the Assembly constituencies of Assam with caste, community, and religion-wise in the pre-delimitation stage, that is, before 2021, and the post-delimitation exercise, that is, after 2023 and 2024, and identify the Assembly/Parliamentary constituencies where which community is the deciding factor in terms of winning elections during the pre-delimitation and post-delimitation stages. The committee will suggest steps to be taken by INC in the 2026 Assembly election of Assam.
The committee will submit its report and suggestions to the AICC in-charge of Assam within 30 days.
