GUWAHATI: The state government has directed all Assam Civil Service (ACS) and Assam Land and Revenue Service (ALRS) officers to submit their respective annual property returns for the year 2022 by January 31 next, without fail.
Instructions to this effect have been issued by the state's Department of Personnel. The ACS and ALRS officers have been directed to submit both Moveable Property Return (MPR) and Immoveable Property Return (IPR) as per provisions of Rule 11 of the Assam Civil Services (Conduct) Rues, 1965 which make it mandatory for the officers concerned to submit their annual property returns as on December 31 each year. The officers will have to submit their respective property returns to the Department of Personnel via online mode. .
According to Rule 11 of the Assam Civil Services (Conduct) Rules, 1965, non-submission of annual property returns will be recorded against the 'integrity column' in the relevant Annual Confidential Report (ACR), along with initiation of disciplinary action against the officer concerned for violating the Rules. In case of non-submission of property returns, there is also a provision for denial of vigilance clearance, non-consideration for promotion and empanelment for senior level posts. Moreover, such officers may be also denied permission for foreign tours and availing bank loans.
