GUWAHATI: A section of junior administrative assistants of the Assam Secretariat urged the State Government to promote them as assistant section officers under the Assam Secretariat Subordinate Service Rules 1963. They sought the promotion by way of a relaxation of their service periods for three months.

As per rules, a junior administrative assistant who wants to be promoted to assistant section officer needs four calendar years of service. The rule also has the provision to promote such employees by relaxing service period after completing three calendar years and such promotions through service-period relaxation have precedent. Some of the junior administrative assistants have met GAD (General Administration Department) Minister Ranjeet Kumar Dass and submitted him a memorandum to consider their promotions. Dass recommended to the departmental officials that they do the needful as early as possible. However, there are allegations that a few GAD officials have kept the file in cold storage. According to another rule, the GAD needs to send the file to the Personnel Department for the relaxation of the service tenure, but they opted not to do that either. This has led the employees, who have already completed three years and nine months, to request that the government consider their prayer.
