GUWAHATI: The Assam Madhyamik Sikshak aru Karmachari Santha (AMSKS) moved Chief Minister Himanta Biswa Sarma with a letter stating that the latest State Finance Department’s letter to the Directorate of Audit (local fund) relating to the audit of principals and headmasters is a violation of the Cabinet decision and the related notification issued by the Governor under the Kritagyata Scheme of the state government.
According to the Finance Department’s letter to the Directorate of Audit (local fund), the audit of principals of higher secondary schools has to be completed 30 days before their retirement, and that of the headmasters of secondary and elementary schools has to be completed 15 days before their retirement.
According to the Assam Madhyamik Sikshak aru Karmachari Santha, both the Cabinet decision and the Governor’s notification lay stress on the payment of dues of all employees on the day of their retirement. However, the latest letter of the Finance Department to the Directorate of Audit is quite out of sync with the Cabinet decision and the Governor’s notification.
On the audit of heads of educational institutions, the Santha’s letter said that in the current system the head of an institution has no scope to spend a single penny on his own as the amount given on a specified head of the government goes directly to the registered vendors under the public finance management system. On building grants and grants for libraries, the Santha said that the PWD is at the helm of all such affairs, and the heads of institutions have no financial role to play. On the amount that SSA pays based on the strengths of students, the Santha said that this amount is spent with the joint signatures of the heads of institutions and presidents of school management development committees, leaving little scope for heads of institutions to play their own role.
On the contrary, the government clears the pensions of the heads of all other departments based on the traditional way of audit, the Santha said.
