
Biometric punch from first quarter of 2020

GUWAHATI: If the SAD’s (Secretariat Administration Department) claim has anything to go by, the Janata Bhawan (Assam Secretariat) employees are set to punch their biometric attendance to record their ‘real-time attendance’ from the end of the first quarter of 2020. Tenders have already been floated for the installation of biometric attendance machines in various departments in the State Secretariat.
Talking to The Sentinel, SAD Commissioner-Secretary M Angamuthu said, “A decision has been taken to introduce Aebas (Aadhaar Enabled Biometric Attendance System) in the State Secretariat. The installation of the system will be over by the first quarter of 2020, if everything goes as planned. Tenders have already been floated to make that happen. The government is very serious over work culture among its employees.”
The Secretariat plays a critical role in the administration of the State. The move is for smooth functioning of the Secretariat and for efficient as well as for effective delivery of services to the public, discipline in functioning including maintenance of regularity and punctuality in attendance by the Secretariat staff.
According to State government, “The Aebas will be a fingerprint recognition device which will be used by every employee by punching in last 8 digits of his/her Aadhaar number. The ground work for installation of the devices in every department and with every senior officer in the rank of Secretary and above has already been completed. Wifi connectivity for all devices has been established while the process for procurement of both the wall-mounted and fingerprint devices has been initiated.” Once the entire system is in place, real-time information about the attendance amongst the employees of all departments in Janata Bhawan can be monitored by higher authorities.
Earlier an order from the SAD directed all branch officers and superintendents of the Secretariat to report at office at 9:30 am and monitor the reporting time of the other employees. The office timing is from 9: 30 am to 5 pm (without break).
