Dry Day Declared During 1st Phase of General Election

GUWAHATI: The 1st Phase of General Election to the Parliamentary Constituencies of Assam of Tezpur, Kaliabor, Jorhat, Dibrugarh and Lakhimpur will be held on April 11, 2019. In connection to that, the Assam Government has prohibited the possession of any intoxicants by any person or group and total ban on sale of liquor, giving or distribution of spirituous, fermented or intoxicating liquors or other substances of alike nature at Hotel, Public Eating House, Tavern, Shop or any other place, Public or Private during the period of 48 hours ending with the Hours fixed for the conclusion of Poll, from 5 pm of April 9, 2019 to 5 pm of April 11, 2019 in connection with the ensuing General Election to the Lok Sabha 2019 including the Day of Counting of Votes which is fixed on May 23, 2019 which is also declared as Dry Day till the process of Counting is over.

Likewise, the 2nd Phase of General Election to the Parliamentary Constituencies of Assam of Karimganj (SC), Silchar, 3 Autonomous District (ST), Mangaldoi and Nowgong will take place on April 18, 2019 during the period of 48 hours ending with the Hours fixed for the conclusion of Poll, from 5 pm of April 16, 2019 to 5 pm of April 18, 2019 in connection with the ensuing General Election to the Lok Sabha 2019 including the Day of Counting of Votes which is fixed on May 23, 2019 which is also declared as Dry Day till the process of Counting is over.

In the same manner, Dry Day has been declared in the Parliamentary constituencies which are going to poll in the 3rd phase of General Election to the Parliamentary Constituencies of Assam namely, Dhubri, Kokrajhar (ST), Barpeta and Guwahati on April 23, 2019. Restrictions has been imposed during the period of 48 hours ending with the Hours fixed for the conclusion of Poll from 5 pm of April 21, 2019 to 5 pm of April 23, 2019 in connection with the ensuing General Election to the Lok Sabha 2019 including the Day of Counting of Votes which is fixed on May 23, 2019 which is also declared as Dry Day till the process of Counting is over.

All Bonded Warehouses, IMFL Retail Shops including Club, Hotel and Country Spirit Shops will remain closed during the Dry Days. Further, during this period the storage of liquor by individual shall be curtailed. During the above period, the restrictions provided in Excise Law on the storage of Liquor in unlicensed premises shall be vigorously enforced. Steps will also be taken to prohibit sale of liquor in adjoining areas of the concerned Constituencies so that there are no chances of clandestine movement of liquor from those areas where the restriction has not been in operation. Any violation of the order shall be dealt with under the relevant provision of Assam Excise Act and Rules to respective Constituencies.

Similarly, action shall also be taken in the Districts of Assam bordering with neighbouring states where Elections are to be held. The above orders have been issued under Rule 326 (a) of Assam Excise Rules 2016 and Under Section 135C of the Representation of the People Act, 1951 of Election Rules, a press release stated.
