GUWAHATI: The organization Fight Against Injustice of APSC has underlined that until and unless, the reform of holistic recruitment policy is not undertaken by the State, the problems of unemployment will remain the same.

The organisation has alleged that the public and private sector establishments are not following the Employment Exchanges (Compulsory Notification of Vacancies) Act 1959. It has also asserted that the Skill, Employment and Entrepreneurship (SEED) department has failed to implement the CNV Act, 1959.

"It is pertinent to mention that, we have been raising the issue of a holistic reform of recruitment policies for quite some time wherein on 22/07/2020 we raised the issue of an incorrect figure of total number of unemployed youths as provided by the State Employment Exchanges due to faulty process. Similarly, on 21/10/2020 we raised the issue of unavailability of State Employment Portal resulting which even during the first corona wave, the jobseekers were compelled to queue up before the Employment Exchanges," said the body's admin Manash Pratim Baruah.

He underlined that on 17/08/2020, the body filed an RTI before the Directorate of Employment & Craftsmen Training (DECT), Assam seeking the total number of notification of vacancies received by DECT for the year 2019 & 2020 from various public/private sectors separately and also asked to provide the total number of candidates sponsored against each vacancy and details of selected candidates.

"The questions we framed based on the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959. As per section 4(1) & 4(2) of the CNV Act, the employer in every establishment in the public/private sector before filling up any vacancy should notify the employment exchanges. The Employment Exchanges (Compulsory Notification of Vacancies) Rules, 1960 even states that an employer shall furnish the concerned Employment Exchanges, the result of selection within 15 days of selection. However, from the RTI reply of DECT and other Employment Exchanges we found that many public sector establishments are not giving notification as per section 4(1) of CNV Act," Baruah added.
