GUWAHATI: The Higher Education Department of the Government of Assam has given details of revised guidelines for the promotion of faculty members under the Career Advancement Scheme (CAS). This includes assistant professors, associate professors, and librarians serving in government, provincialised, and model colleges across the state. The initiative aims to uphold the Quality Mandate of the National Education Policy (NEP) 2020 by ensuring a more rigorous and structured evaluation of faculty performance. The updated guidelines focus on maintaining high academic standards and enhancing the quality of education imparted in higher educational institutions in Assam.
Transparent Evaluation System: Promotions will be based on a merit-basis, objective, and verifiable assessment methodology, aligning with UGC norms.
Annual Performance Appraisal Index (APAI): Faculty performance will be evaluated annually based on academic, research, and professional contributions.
Minimum Academic Criteria: Faculty must meet eligibility requirements in teaching, research, and institutional service. Participation in FDPs, refresher courses, or equivalent training is mandatory.
New Ph.D. Mandate: Promotions from associate professor to professor will now require a Ph.D. degree, with limited exceptions for those due to retire before December 2025.
Scrutiny and Selection Committees: Promotions will require clearance from screening-cum-evaluation committees or selection committees, as defined under UGC guidelines.
Role of Higher Education Department: Final approvals and oversight will be administered through the Director and Commissioner of Higher Education, Assam.
