Guwahati: The Rashtriya Hindu Front (RHF), Assam State Committee, in coordination with its Kamrup Metropolitan Committee, has submitted a memorandum to the Prime Minister of India through the Office of the District Commissioner, calling for the immediate enactment and enforcement of a comprehensive “Population Control Act.”

In its memorandum, the RHF praised Prime Minister Narendra Modi’s leadership in passing the Waqf (Amendment) Act, 2025, and lauded recent national security efforts, including Operation Sindoor. However, the organization warned that uncontrolled population growth poses a major threat to India’s economic sustainability, resource management, and social harmony. Highlighting that India now accounts for more than 1.46 billion people—over 17% of the global population—on just 2.4% of the world’s land area, the RHF stressed the urgent need for decisive legislative action.

The memorandum outlined several proposed provisions under the Population Control Act, urging the government to implement a uniform two-child policy across all communities, irrespective of caste, creed, religion, or language. The RHF recommended that punitive measures begin one year after the law is enacted. Key proposals include:

Forfeiture of government benefits for violators.

Disqualification from government employment and voting rights for those who exceed the two-child norm. Compulsory sterilization or vasectomy along with a 10-year prison sentence for repeated violations.

The RHF also detailed specific scenarios—such as remarriage, polygamy, and twin births—urging that strict limits on permissible offspring be clearly defined in law. While advocating for uniform application of the law, the organization proposed a temporary exemption for Scheduled Tribe (ST) communities in the Northeast and other regions where tribal populations are reportedly declining. However, the RHF strongly emphasized that infiltrators or outsiders marrying into ST families should not benefit from such exemptions.

The organization further called for constitutional amendments to ensure the law’s effective enforcement, arguing that population control is critical to preserving India’s demographic balance, economic growth, and national security. The RHF said it expects swift and decisive action from the Centre, warning that inaction could result in long-term social and economic destabilization.
