GUWAHATI: The Secondary Education Department on Wednesday withdrew the Office Memorandum which barred newly-appointed teaching and non-teaching staff under the department from resigning and joining any other post for a period of three years from the date of joining service.
The withdrawal order has come in the wake of dissatisfaction being expressed by a section of serving staff and aspiring job-seekers.
It may be mentioned that the Office Memorandum in question, which was issued on April 4 by the Secretary of the Secondary Education Department, had mentioned that each new appointee will have to sign a bond with the appointing authority averring that he/she will not join any other post for at least three years.
The Office Memorandum had also directed the appointing authorities not to issue or forward any No-Objection Certificate (NOC) to the higher authority for allowing any such appointee to apply for appointment in another post before the three-year period is over.
The withdrawn Office Memorandum was apparently issued because a section of employees under the Secondary Education Department, especially teachers, quit their jobs as soon they secure administrative or other lucrative jobs, causing a manpower crisis in their respective high schools.
